The City of New York has 2656 traffic officers, up from 2527 in 2008 and of course see these folks as a major income producer for the city's general fund. The problem? Revenues are down 4.5 % this year. Parking advocates say its because people can't afford to pay their fines.
The city says it's because tickets can now be "challenged" on line and the challenge gets fines reduced.
It should be noted that the extra manpower 13,322 fewer tickets this year -- 9,937,897 compared to 9,951,219 in fiscal year 2008.
Maybe more people are just following the rules?
