They city of Puyallup, WA has a downtown parking garage. They hired an operator who cost them roughly 35K to run the garage for eight months and then reported only a thousand in monies collected.
What is wrong with this picture? I know the name of the operator and its public record in Puyallup, but what happened? Surely over an eight month period more than $5 a day would have been collected in fees.
There must be more to this story. I'm open to anyone who can fill me in.

I think the problem is that the parking everywhere except in the garage is free.

Not all the information is available to see, but purely judging on what is reported, the problem appear to be a sorry catalogue of inefficiencies by both parties. The city for lucking proper on and off street parking policies with appropriate charges. The appointed operator for charging next to nothing (35K to provide a parking service over eight months is a fraction of what is needed to even cover basic cost) and hence did little if any operational work to generate business and ensure the fees were paid.
The audit departments for the city and operator obviously didn't do anything either as based on the amount reported of $1000 over eight months some one's could be a lot richer right now.
