Technology is not the problem when changing rates. One can program a pay station to change rates hourly throughout the day, if that is what you want.

Communicating the change is the issue, so users know what the current rate is. Our second generation pay stations have larger displays, with more lines of characters, which should help the communication process. We're already using this near the stadium, extending hours and increasing on street rates.
