It begins when the meter goes into violation, and ends less than a minute later when the citation is issued.
More PR problems that could be solved if the city were willing to use the meter money for projects directly related to the neighborhood around where the meter was located. If people thought that parking fees, and citation revenue was going to rebuild parks, resurface sidewalks, clean the trash and the like, they would be much less likely to complain. As it stands now, it disappears into the "general fund" and everyone knows that goes to pay for the Mayor's limo.
